I cant comment on the City guys but Ringwood (Service & tyre centre) have been great, the guy who works in the tyre section is friendly and gives me a discount because I keep going back to him. I've had 24,000 kms in service on my zed through them in the last year as well as 2 rear pilots and a front one & a puncture repair and have nothing but praise.
Most places wont plug a tyre twice, they could have argued you picked up a second flat yada yada I think a new replacement is very decent.

The replaced my chain and sprockets on my old ZZR once and tightened the chain to the point that it could be used to tune one of the thinner strings on a guitar. By the time I had got back there to get them to fix it they had shut. That'll teach me not to check their technician's work before I leave the workshop.
They did manage to roll a kink out of my front wheel another time though.
