I cannot see a situation which would enable a road to be legislated at 140kph no matter how good it is. The truth of the matter is that most people cannot cope with this type of speed. I see it on rides all the time. People fatigue quickly at this sort of pace, and as I rate most riders as more competent than there tin top peers, I doubt most could handle it for any given length of time without detrimental effects to rational decision. The problem is, if you allow the limit to be set on say a perfectly acceptable highway at 130kph, it might not mean you don't "Have" to do that speed, but try telling some young inexperienced testosterone filled teen with his Provisional licence that he is not capable of that!!!
