If anyone still cares, I did get a response from APRA, interesting bit in bold:
Thank you for your email received on 20 February 2007.
The Australian Prudential Regulation Authority (APRA) is the prudential regulator of
most financial institutions in Australia. APRA sets and enforces standards for the
prudent management of deposit-taking institutions, superannuation funds, insurance
companies and friendly societies, to maximise the likelihood that in all reasonable
circumstances they will remain financially sound and be able to meet their
obligations to depositors and policy holders.
General Insurers authorised by APRA to undertake new or renewal business are listed
on the APRA website at http://www.apra.gov.au by following the path General Insurance
> Register of Authorised Insurers.
With regard to ebike insurance, they do not appear on this register.
They may be an insurance broker, rather than an Insurance company. With regard to
insurance agents and brokers, these financial intermediaries are regulated by the
Australian Securities and Investments Commission (ASIC).
ASIC is responsible for the licensing of insurance brokers and for the operation of
the market for financial services and products, including the disclosure of
information by financial institutions in Australia. They can be contacted by
telephoning 1300 300 630, or via their website, located at http://www.asic.gov.au.
Alternatively, They may be an unauthorised foreign insurer. While it is not illegal
for Australian insurance brokers to offer products underwritten by insurance
companies that operate overseas, your access to legal recourse will be limited,
should an issue with your policy arise.
APRA issued a media release Thursday 8 May 2003, 'APRA again cautions against
unauthorised foreign insurers' that may be of interest to you. I have included a link
