I can tell you without any doubt, In Victoria there is NO age limit. The only stipulation is that the pillion must be able to touch the pillion pegs.

It certainly sounds like the side stand sensor
Have a look and see if you see any wires that are bare that could be shorting it

^^^Depending on how new the bike is.
When I get a new bike, First thing I do is get out the hair dryer and take off all the stickers that I want to remove. Simply a matter of heating the sticker and carefully peeling them off.
