go see some exhaust shops and have a removable baffle fitted to the end can outlet.
This will reduce the noise level. So if you're sent to the RTA pits or an MTA approved mech it should pass testing.

I have used a set of Shure E2G for the last 7yrs
They're not the cheapest, but I'm yet to hear anything that sounds better or isolates noise as well.
Also they stay fitted when fitting & removing your helmet due to the over ear cabling.
