Thank you for your email of 4 January 2006 to the Honourable Paul Lucas MP, Minister for Transport and Main Roads about speed cameras. The Minister has asked that I respond on his behalf.

Queensland Transport (QT) and the Queensland Police Service (QPS) believe that there is no such thing as safe speeding. As a result, travelling above the posted speed limit is illegal in Queensland. Excessive speed is a major contributing factor in approximately 17% of fatal crashes each year in Queensland. Speeding also contributes to numerous crashes involving serious injury and increases the severity of crashes caused by other factors. Drivers who are speeding are undertaking an illegal activity and it is for this reason that enforcement is undertaken, not for the purpose of revenue raising.

QT and the QPS are committed to reducing speed and improving safety on Queensland roads. One of the essential elements to reducing speed is enforcement. The speed camera program is a key, effective enforcement activity. The program works on an anywhere, anytime, overt operating procedure. This overt method of operation involves the placement of signs noting that speed cameras are in use, the approval of speed camera zones at locations where there is a proven crash history or speed problem and the random deployment of speed cameras. I am advised that the overt operating procedure results in a greater deterrence rate as motorists are continually reminded to slow down and obey the posted speed limit.

You may be interested to know that the Queensland speed camera program has been evaluated by the Monash University Accident Research Centre (MUARC). An independent assessment of the effects of the Queensland speed camera program in terms of crash savings has been published and is available on the web.

I am advised that the latest evaluation results of the speed camera program indicate that the estimated number of serious casualty crashes prevented by the speed camera program (within 2km of the centre of speed camera zones) in 2004 was 2,243. Further, the estimated total social cost savings for the same period was $1.317 billion. These results prove the worth of this valuable road safety program.

In relation to the money collected from speed camera infringements, you may be interested to know that the distribution of fines from camera detected offences (speed and red light) is governed by the Transport Operations (Road Use Management) Act 1995. Under this Act all money collected for camera detected offences (in excess of administrative costs of collection) must be used to fund road safety education and awareness projects, road accident injury rehabilitation programs and safety improvements to state-controlled roads.

Call Debbie and say that Katrina asked you to tell her that the speed cameras aren't working after all, the research was found to be flawed when it was discovered that the government effectively pays Monash 'University' for these statistical 'reports', thereby reducing their validity, and that she should instead instruct the troops to actually tackle real problems including dickhead drivers that change lanes and pull out into traffic without looking simply because they couldn't give a fuck.

Most certainly!

It was just a pisstake though.

However if I could bear to spend the effort I could write a proper report complete with researched statistics and references that contradict just about everything they use against us, and include conclusions that point them in the direction they would need to take to actually reduce the road toll. I have written such things on different subjects before. But man that whole effort thing keeps holding me back........ and besides nothing good would ever come of it.

But I am ever so eager to do whatever I can to help stuff it up the bastards that we somehow continue to put into positions of power.

It's all a big fuken crock of shit ain't it, they had that big so called safety forum thing the other week, & what came out of that........SWEET FUCK ALL

They acknowledged that there were far more people getting injured or killed on motorcycles....NO SHIT SHERLOCK!!!!! I ain't no fuggen uni graduate, but if there are more people discovering the feeling of freedom ya get from riding, there is then more people riding, which increases the likelyhood of them being involved in an accident, hence more accidents, which in turn increases the statistics

not to mention that there are more cage drivers on the road everyday also.
(1) Give us somewhere to ride ya fukwits, stop closing tracks & building out around them & then saying "sorry fella's, I kno the tracks been here for ages, but this family has just built their house up the road last week & think it's now to noisy."

(2) Make insurance companies offer some type of track insurance. How many people do you know that won't go 2 a track day in case they bin it & have to pay for it themselves. so then they go out & go apeshit on the road!! The best thing I ever done was go to my first track day...It slowed me down heaps on the road, cause now when I start to get into it a bit my brain starts the "what if" questions, I like knowing that there is run off areas, no armco or kerb & channel, & no traffic coming at me!!!

(3) Make advanced driving & riding courses COMPULSORY!!!! Then after 6 or 12 months, another course, advanced cornering, skid pan work. I have been riding & driving for quite afew years now, & if i had the money, I would sign up for everyone of these courses I could get. YOU LEARN NEW SKILLS NO MATTER WHAT AGE OR SKILL LEVEL YOU ARE!!!!! Besides that, they are usually a fuken hoot!!!

(4) STOP TALKING SHIT YOU DICKHEAD BEAURECRATS!!!!! All this talk about road safety, reducing the statistics yada yada yada. It was only the other weekend that there was a big article in the paper about there being a big blitz to reduce the number of crashes etc. It's funny how they started this last weekend, & i was talking to a guy at work who said he was up Mt Glorious & there were cops pulling over nearly every single bike.....For Speeding u ask........NOPE! booking everyone they could for Fenderectomy's & non standard exhaust cans.....NOW IF THAT AIN'T BLATANT REVENUE FUKEN RAISING, I DON"T KNOW WHAT IS!!!!! Yeah the police presence may slow a few down, but it is also turning motorcyclists against the powers that be.

How about organising events for motorcyclists, where the cops are involved to teach skills, not take money? something like Targa Tasmania for bikes, at different locations each month or every couple of months. Close off a road & run it properly. shit I'm just sick of never being considered when it comes to road use & I could rant for hours, they talk about safety of other road uses etc, fuk me, we have to change the end of armco rails now so they have a special section that crumbles & wont act like a spear if ya hit it with ya car.....what if I slide into it cause sum fukwit in a car just cutme off & left me no where to go in the wet..... "Sorry m8, that's the risk you take riding a bike" W.T.F. Like those you beaut cable jobs they got running right along the 110kph zones....lovely bit of decapitation engineering there fellas, luv ya work!!!!!!
Anyway you all kno what I mean, THEY'RE ALL BEAURECRATIC FUCKKNUCKLES THAT ARE THERE TO LINE THEIR OWN POCKETS!!!!
