just looking at mine, if you can get another ignition barrel setup then it should be not a problem!!! maybe a triple clamp if they broke the ignition mounts....all it is, is a pin at the bottom that goes into a hole in the frame when you turn the key

Usually a steering lock is kind of like a deadbolt that goes into a hole in your steering column... I guess it comes down to if they broke the "bolt" or the "hole"...
I hope that makes sense... So basically if they damaged the frame (steering column) of your bike to defeat the steering lock, I would say it would be damned near impossible/expensive to fix.. If however they damaged the "bolt" part of the situation it should in theory be affordable.
To be honest with you though, I wouldnt bother fixing it....
Why? Well, my CBR600F3 (my joy and happiness (polished bits, custom full exhaust, dynojet, dynotuned, custom springs, gold valves, etc etc)) had its steering lock defeated in seconds and was gone out of my driveway in less than 1 minute...
My suggestion would be threefold...
1. A decent insurance policy
2. A decent lock (not a steering lock, but something like a brake lock)
3. A Decent Engine Immobiliser and alarm.
All of the above are affordable... 1 and 2 are pretty standard... 3 will make any OTHER bike more attractive than yours and is not all that expensive...
P.s. Option 3 is probably cheaper than fixing your steering lock
