it's not like the damage is over $450, so going thru the insurance isn't the best idea....and the phone number given by the guy isn't getting thru either

They'll do the rest (like get their details, contact them etc)

Dont ring them, Go into the police station and talk to them.... Go in there and say that the person was being hostile (not violent) and refused to talk to you.... If they say they wont ring him point out to them that YOU ringing them wont make any difference, that a crime has been commited and they are refusing to help you...
If they still refuse to help you, ask for their name and write it down... you will need it later...
