It's the government, to change the brand of toilet paper they use in Parliament house would have to go through a feasibility study, that's the way it is. Nahh, although I shudder to think how much many has been spent in Victoria alone on transport plans, we have a PTW plan, 2 or 3 pushbike plans that I can recall in ten years, a get Melbourne walking campaign, we have an overall road plan then a road transport plan and then no doubt a pedestrian plan and a public transport plan, all of which are perfectly sensational on paper and have yet to be acted on in reality no doubt, so in 5 years time we will revisit these plans, find out they weren't successful, and go spend another few mill draw up another plan or ten to gather dust for the next 5 years, rinse and repeat.
A good mate will bail you out of jail, a true mate will be sitting in the cell next to you saying "Damn, we fucked up!!!"
