It's the government, to change the brand of toilet paper they use in Parliament house would have to go through a feasibility study, that's the way it is. Spend a million on a feasibility study, figure out it's not feasible so spend another ten million to make it feasible then do another feasibility study to make sure the ten mill was well spent.

Nahh, although I shudder to think how much many has been spent in Victoria alone on transport plans, we have a PTW plan, 2 or 3 pushbike plans that I can recall in ten years, a get Melbourne walking campaign, we have an overall road plan then a road transport plan and then no doubt a pedestrian plan and a public transport plan, all of which are perfectly sensational on paper and have yet to be acted on in reality no doubt, so in 5 years time we will revisit these plans, find out they weren't successful, and go spend another few mill draw up another plan or ten to gather dust for the next 5 years, rinse and repeat.
A good mate will bail you out of jail, a true mate will be sitting in the cell next to you saying "Damn, we fucked up!!!"
