Remove front fairing and fuel tank to get at the wiring. Unplug the ignition from the rest of the loom.
Remove the triple clamp.
Using a bench drill and vise, drill out the tamper screws.
Remove ignition. Take it to your local locksmith, who will pull the barrel apart to get the ridge pattern. (the key number for the ZXR250's is actually on the key, not the ignition. Someone was asleep when they thought of that

I was charged no more than $25 for their time and 2 keys. They might even be able to provide new tamper screws as well, though I don't know how you would put them in.
