Anti dive settings

Hi guys, wondering if the collective brain can help me. I have an '84 GPz 900 with seized anti dive units. I've stripped them down, got the top plungers working again and about to put new springs and O rings in. My problem is the Adjuster wheels are stripped on the shaft and I don't know which of the 3 setting heights is the soft (1) there are 3 dimples on the shaft, is soft the tallest or shortest dimple. I've confused myself trying to work it out, hope someone knows. Cheers.
