I mentioned looking at these in the Mounting your own tires thread, and found some video clips that demonstrate the principle:
This clip shows them using the actual beads that you would put in your tires, but in a bottle, demonstrating the principle.
This clip shows the principle in a similar system but using a ring attached - intended for truck tires, but it shows then principle of it working rather nicely.

Anybody heard of this, tried it, know of somebody that has?

This idea came out, as near as I can remember in the late 50's, (yes 1950's) and it worked some of the time but generally was a cluster fuck that I would never use on a motorcycle or even my 1984 Dodge Van. The best balance is, as always the one where you place the weights in a permanant location, presumably the right location to balance the tire and rim.
Jim Beam will make this all clear and if not you need to drink more.
