Advice on buying used gpx250

I'm looking to buy a used GPX 250.
I'm not sure what to offer on a 1998 model. It's listed with the dealer at $3990.
I had a look and it's not in great condition, paint work etc. It's also got 68000k on the clock.
Is $2000 too low?
I really just want a very cheap bike to learn on and tinker with ( ie maintenance wise).
I'm going overseas at the end of the year so will sell on then.
Maybe I should spend a little more on the 05 models?

you can offer $2K , the dealer wont take it

keep looking private and a bike like that would be 2-3

expect to pay no more than say 4 for a bike with less than 20K

they were only 6 new

something with sub 10k will be 5 or less
