Similar thing happened to me in Brisbane in '03- roadworks Waterworks road. $5k damage to my ZZR1100, and I didn't come off it! Got the money outta Bris council, but it took 3 months, and a letter from my soilictor. (my brother) 
2 X ZRX1200R 4 X ER6N, GT550, 1988 ZX-10, 4 X GPZ250R, 4 X GPZ900R and GPZ750R

Update:
Dropped into council on the way to work this arvo, and spoke to the woman at the front desk. Apparently they don't have any form for lodging damage to your vehicle. You have to write a letter to their insurance department and deal with them directly. So I think I will write a letter of demand to them asking to compensate me for the damages, and if there is no outcome to that then I will say the matter will be handed on to my solicitor (I don't have one but a bit of bluffing can't hurt).
If there is no outcome from that maybe its time to head over to today tonight or aca
I think I will just get this shit repaired and then try and claim it back from them.
