They have to prep the bike.... they come shipped without oil.... I assume they also have to attach an oil filter.... Or perhaps not...
I have seen some new Suzukis arrive at a shop and they needed to do a few minor things to make them road legal in NZ.

yea when bikes land in a crate they are half assembled..thats why dealers charge "pre-delivery"...to final assembly the thing, disposal of crate, shit like that. It takes a mechanic abt 2-3hrs to do a kawaka (wen i was working there neway) which includes a genearal check over)

Mine was assembled
When I got my zx14 recently it was assembled in the crate with oil and all cause I wheeled it out and just hooked up the battery and fired it up. The oil in it was just for shippage so I changed it anyway.

Unless things have changed since I last Predelivered a bike, they don't come with oil. Part of shipping requirements as with fuel too.
Some bikes were simple to prep. Fill oil, Fill battery, fuel, air in the tyres and off they go. Some where a little more time consuming. GTR1000 was a big bitch to assemble. Even getting stuck into it, it was a 4 hour exercise. Some had the wheels out too and were axle bolted into the crates. So it just depends.
