frames can be fixed...
But if your mate happens to have a spare frame lying about he's effectively going to change the bikes identity so he'd need to transplant all the goodies from the old frame and go thru the drama of putting the "new" bike on the road, safety inspection, new rego, ins, admin fees etc.
Slapping his existing bikes plates onto the new frame will get him as far as its next safety inspection or resale, then he'll have some explaining to do, but in the mean time he'll technically be riding an unregistered bike while the old frame rotting in his garage will remain currently registered.
Oh and if he's involved in an accident whether its his fault or not he's farked, bike not reg bike got no third party. If his bikes registered he has evey right to sue for compensation, if its not well he shouldn't have been there eh?
Correct me if things work differently in Vic.

When you say another frame. Do you mean a Brand new frame from Kawasaki or one you guys have got laying round.
Brand new frame: Well techinally everything should be fitted by a Kawasaki agent ,due to a new frame will come with no frame nuber or compliance plates etc. The agent has to make sure the bike complies with all ADR`s etc. {budget way is if you have number and letter stamps you can work the rest out
}
2nd Hand frame:Is basicaly as Varden said you`ll need to have it all passed by RTA {or what ever it is in Vic} basically go thru a whole re-rego coarse.Just make sure you do REVS,RTA and Police checks on the frame number to make sure it isnt stolen
