you can do either
I am a fan of leaving the front sprocket in place and only
playing with the rear sprocket
why??? coz a smaller front sprocket gives the chain a hard time
as it has to go around a smaller diameter...wears the chain and front
sprocket quicker

you need to check how the speedo runs..off the front wheel or the
front sprocket
How much does it affect top speed? (not that it matters all that much)
you can calculate the effect if you have a ratio chart
2 extra teeth on the back will drop your top speed 5-8%
and up your revs at 100kmh by roughly the same
How much does it affect acceleration?
2 extra on the back is good..especially around town
off the line acceleration will beats cages easy
the bike will also wheelie easier..if you wanna do that
Does it mean you end up having to change gears a lot more?
maybe
some people tend to ride a bike using only a few gears
..they roll on roll off the throttle
others like flinging the lever up and down
really its up to you
