Haha... just found out the guy has 3rd party COMPULSORY.. no vehicular insurance whatsoever... what should I do from here? An assessor is due out here in the next few days... should I skip the insurance company altogether and just tell him to get a personal loan to pay it off? He said he wouldn't be able to pay it all off at once when I talked to him over the phone.
Also, one other question - if he WAS, for example, insured at the time of the accident and then cancelled it, he was covered at that time and his insurance company can still be contactable, right?
These Indians are sneaky fucks... we have sales reps working for a sister company and about 60% of them are Indian.. you have NO idea how many dodgy and bullshit things they say to get that little bit of extra money.
Worst comes to worst, who's up for a cruise round to his house with some baseball bats?

Do you have comprehensive insurance on your bike? If so, you should be covered even if the other person has no insurance - because what usually happens is your insurance company will organise the baseball bat visits etc etc.
As far as I know, your insurance company isn't going to charge you a cent for the assessment. If you end up having to pursue the guy who crashed into you for money personally, it's going to be a lot better if you have your insurance company's official estimate of damages as the basis on which to determine compensation.
Once again, I'd recommend talking to your insurance company and seeing what their recommendation is.

Ring the insurance company, tell them Chief Running BikeOver - thought his third party compulsory insurance for the RTA (or whatever road organisation your goverment had) was going to cover it
You shouldnt have to pay a premium, as you didnt cause the accident, they will work out a payment scheme with Chief Running BikeOver
