Dog Attack

The dog wasn't registered but was chipped. The person registered against the chip I believe is the owner and so does the council investigator. This is the person I'm going after. He claims that he sold the dog.

Score! you would imagine that unless he can provide evidence of change of ownership he's going to go a row for it. No one else will take the fall for that.
Be aware tho, even if he is found guilty, getting money from him is a whole other thing You should be eligble for victims of crime to help with your bills.

However, putting children and dogs in the same category is just plain ludicrous.

if a child violently lashes out the parents/guardian are blamed
if a dog violently lashes out why not blame its owner/guardian

A dog may be a bred with tendancies, but it's the owner who has contol of the environment.

Ahh, yes they are in the same when it comes to being controlled and learning until they are capable of decisions, agreed.

However, my coment is based on "how we dont put kids down when they are miss treated etc", of course not they are humans and have far greater rights than any dog.

Unfortunately there is a greater need to spend money on other things then dog rehabilitation, therefore putting an animal down solves the problem, whether that is morally right doesnt matter. Ask youselves this, imagine if that dog was "rehabilitated" and for whatever reason it had a brain snap 2 yrs down the track and attacked again! You would loose your mind if you were the victim and new that this happened previously, woukld you not?
