Proper rider training in the other States seems to be the best approach. The symptoms of a lack of proper rider training, are the death of motorcyclists in increasing numbers. So instead of the treating the *problem* by way of enforcing proper rider training - they want to treat the *symptoms* (being lots of deaths) with beaurocratic Big-Brother Bullshit like electronic tracking devices !!
