Or at least get them to make odo readings at 0km/h and then get them to flog it through the gears to top and see how far it took you.

but can they measure actual speed, or can they just go by the speedo?
i though dynos only measured horsepower and torque.

No, they measure at what speed you reached your top horse power as well..
But if it scores in the high 170's they could argue that the calibration wasnt that far off. Hence the requirement to document how far it took for it to get that speed, and then go back and measure where you pulled out into the street, to where you got pulled over, to make sure it's way off in that regard.

With ZERO wind resistance you are going to get a higher top speed....
