So if the person in front of you is doing the limit.......how are they holding you up ? You are not supposed to be going faster than the legal limit, so all you need to do is the same speed as the person in front, and all is good.
They can only be holding you up, if you are breaking the law and speeding ?? In which case, of course you will want to get around their sorry arse at the earliest opportunity....

But - if the person is travelling slower than the legal limit - then you should be able to overtake them without breaking the limit ? It might just take a bit of time if they are doing 99kmh and you are doing 100kmh !

Pass the dickhead test, and you will probably get a reduction or even just a warning. Fail the test.....and you will get reamed.
