I've found with Dell they are generally good (then again we are a corporate client).
Who you end up talking to plays a part too, i think they are pretty quick to cull non-performers as we now have another account manager.
Let it be said i'm not personally recommending any particular vendor as everyones mileage will vary, i know who i WON"T shop with though.

I always build my own PC's but if I was to just lash out and buy a prebuilt... it would prob be a Dell... their support etc is awesome
Re cheap parts.... pretty much every PC has cheap parts in it... whether it be some dodgy taiwanese capacitors or what not.... at least with dell, you buy it from the ppl who support it.... no middle man to dick you around!
