Don't know how that'll work. On every interstate I've driven or ridden in the USA the average speed for everyone seemed to be at least 15 mph over the limit. Maybe I just got lucky. Still, you wouldn't take the interstate unless you had to anyway, eg. you were riding a Harley.
When you have them by the balls, hearts and minds will follow...
