With him on the scooter he had 4 metal poles sitting on the footrest under his arm and sticking out the back about head height.

What drives people to think this sort of thing is a perfectly safe idea

Sounds like he was preparing to partake in a little "scooter jousting". It's a new popular sport with sportsbike, cruiser and dirtbike owners. Popular because all other motorcycle riders love watching scooter riders compete because it keeps squid scooter riders off the road as well as systematically thinning the scooter herd, Darwin style.
