I had it explained to me recently.
Long story but basically the government farked up about 6-8 years ago by allowing Standard definition tuners to be sold in the country. At the time this was communicated to the public to be suffiecent at the Digital TV change over date. Now time has passed, compression codes have progressed (MP4) and SD is obsolete but
WE told all the oldies out there this would be enough. Sooooo as per legislation there are certain programs that the government mandates the entire population must have access to e.g. AFL, cricket, olympics and I am guessing the GP.
The end effect of this is that alot of programs are recorded in True HD eg GP, AFL but the stations must downscale them to show on SD stations that are the most accessible. For the rest of us that keep up with the times we want to see it in HD so we watch 1HD. Foxtel is now doing it also if you notice.
Take NZ for instance. They dont have SD at all, instead chose to skip it and go straight to HD, now they dont have our issues
