Replacement Indicators

I have a older Ninja ZX2R. One of the indicators had broken and I am looking to replace them but two sets of new one's (Regular bulb and LED) both work but will not flash.
It seems that the old ones use the globe to complete the circuit for the flasher???
Has anyone had any experience like this and can you tell me how to correct it?
Is it as simple as needing a new flasher?
The right hand side works but left will not. If I put the old lights back on (although one is broken so it does not mount on there anymore) it all works fine again.

Any help appreciated.
