A lot of wind noise comes in from under your chin. So often the hats with a high neck line will be a bit noiser, although they will allow you more head movement and be lighter. I remember seeing a fitting in England, an elasticated thing that fitted round the bottom of the hat and would streatch over you hear (or something like that). Idea was to reduce the open hole around you neck, without strangling you, and cut out the wind noise. Maybe a big neck scarf would go the same job?
