I don't agree - riding in the rain just requires a different skillset, and in fact can actually improve your dry-riding skills.
Riding in the rain requires a higher level of focus, and much finer control of the bike. If you can learn to ride well in the rain, riding in the dry becomes that much easier.
Besides, if you never ride in the rain the panic and uncertainty that hits when you get stuck in the rain could be very dangerous.
