filthy valves - too rich. advice?

Alright, so I just did the valve adjustment on the 99 zx9 I got a couple months ago. As Ive mentioned before the previous owner wasnt very good about maintenance. got the valves adjusted fine, but i noticed that the tops of the intake valves are gummy as all hell. motors obviously running way too rich. Im about to clean the carbs and cant find any specs on screw settings. the bike does run and idle just fine, low speed and all the way up to 160mph (havent had room to open it up all the way lol) no problems. only gets about 35 mpg tho. want it running right, but i honestly cant complain at all about performance as it is now. (btw- the intake valves were all in spec, exhaust valves were all speced the exact same as the intakes- must have recently have em adjusted but exhaust was done wrong) suggestions?

before you make any guesses about the motor running too rich or too lean..........just take it to your local bike dyno place and get it dynoed.

Then you will know what needs fixing. A dyno run is the only way to really find out - everything else is just guessing.
