Brakes... add ons... What are these?

AND WHAT DO THEY DO? 
Just curious. I picked up and old FJ1100 to ride after I sell the ZZR
and it has these type of brakes fitted. They are not in the manual I got with it.
They sit on both shocks and also appear to have adjustment, not sure what it would adjust
Any one?
