There are legal requirements for how much "fender" you have to have, and almost all fender eliminators don't satisfy that, and most don't have a reflector either.
Can't comment about how much hassled you'd get, that probably varies state to state and depending on the rest of your bike and how you ride it.

No they are not, just like 90% of the other bling out there.
I think the ADR goes something along these lines: 45 deg from center of rear axle + 20mm is where the tip/end of fender needs to be, the fender needs to be the same width as the tyre for its entire length as a minimum, and a rectangle red reflector must also be fitted iirc.
Blinker width is also another issue with some fender eliminators, the requirements are (apparently) 300mm to the outside of the lenses.
Some new bikes of the showroom floor barely make these requirments
If they see an obvious fender elim' you will be defected for it, you will have to take it in for inspection once it is back to stock , they are also onto loud exhausts.
The inspection fee is around $140 (each visit) and a major PITA having to wait your turn and missing half a day of work, I have been through this process and dont want to again so I leave my road bike as stock looking as I can.
Work it out, is $140 + half a days pay worth it?

Yeah it's worth it

no police have blinked an eye at mine (touch wood)
That being said most bikes I would leave the fender on but the new z1000 one is ridiculous!
