is that velcro holding them on but??

look cool, dunno about the flames but, i'd go the smooth option

Well they are European. 
Flames don't do much for me either. 
Looks like the velcro is their means of attachment. I have a zx14 and unlike the over cover on the zx12 that part of the bike is the actual tank....so no drilling.
