Motor skills take a long time to master. Available evidence indicates that it takes from betwwen 240 and 600 minutes of instruction to teach children, even longer for adults, to correctly perform new skills.

However, it is true that you won't become faster by actually riding slower. But the slower riding allows you to practice the required skills at a speed that ensures control.
These skill learnt, combined with the concious decision to continue to push the speed will result in you riding faster.

Why do GP riders practice on motor cross?
Because the skills refined at a slower pace DO translate onto their GP machines. There are far more effective ways to get physically FIT, but this helps the get neurologically fit.
Think of it like a drill you do at footy training.
