I will post once and not reply to any other posts otherwise this turns into a shit fight.

Firstly, there are a lot of wankers out there, some cyclist, some mortorcyclists, some pedestrians etc etc.
1) even if we are only the population of some city in india, does this mean we should do nothing to help reduce pollution? grow up - or maybe go home!
2) cyclists currently have thre right to share the road, and not have to register - if you dont like it, lobby to have it changed, stop whining like a baby; Im sure if it gets changed you'll probably be among those whining about extra regulations, especially when it will probably be followed by motorcycle having front number plates so they can be more readily identified.
3) not all cyclists hinder traffic
4) maybe tthe "lycra brigade" can be called the "padded lycra brigade" - not whereing these results in chaffing (as previously pointed out) and potential prostate irritation

BTW I ride a motorbike and a pushbike, and if I do the wrong thing on either I expect to cop some abuse and potentially be fined - guess the main difference is it is so much easier to outrun a cop on a motorbike!
