from what ive been told the jersey kurb stuff (never knew that name before) is around 1.6 tonnes per 2.5-3m segment. Definately not a lightweight bit of hardware, esp when its fixed to the ground. had a quick look and wasnt able to get the costs, though i figure its at least 150% of wrb's.

I actually think that having the kerbing slows people down too, its a psychological thing, you have that running up the side or up the middle, you are thinking unconsciously "thats going to hurt, i better drive normally".
Funny story on concrete barriers (well i think its funny) I have seen one shunted 2 feet once at Indy. i was marshaling at what was called Honda hairpin at the time and a photographer was leaning on the top of one, aiming his lens through the steel barrier attached to the top. We told him to get off as it was too dangerous and he went ballistic, got the clerk of the course involved. Two mins later Al Unser jnr slid into it at 60 kmh and shunted it two feet backwards and sent him flying. 2 grand hasleblad camera in pieces.
Looked at him and said "cant say i never told you so matey"
It was a kodak moment wish i had a camera myself.

But i dont see the government changing
They are putting them up on every highway!
