I've just got to the back end of a track bike build which has set me back around the $3500 mark with buying the bike! Granted the bike was a steal at $650 from a friends cousin and most parts were obtain through the BBS (beg, borrow, swap) method but I'm pretty happy with the results!
I after doing mine if I had to do it again id get the mechanicals sorted, not worry about any major upgrades like suspension and just go for a blast around your favourite track then make a list of what you want to get done and in what order then do it slowly over a few months. Feels like it costs less that way and leaves you plenty of time for online research, posting threads for advice, finding the best bargains for parts and maybe even get more wear out of parts already on the bike before upgrading, example 520 chain conversion!
