That's right and who represented NSW in U16 U17 U18 U19 and played professionally for the first time for a side in the NSWRL second tier competition as a feeder club for Melbourne, I still see no QLD link here

I think its based upon the location of the first club that you played first grade for??

"Under State of Origin rules players are selected for the state in which they first played senior (or registered) rugby league" hence why isreal folou and greg inglis are elligble, despite being born and raised in NSW...

Its where you first played senior football from under 19's or C grade.
BUt QLD bend the rules all the time. What about Adrian Lam from PNG, Brad Thorn, Tony Carrol both from NZ.
You will find that Greg Inglis and Isreal Falou both played in NSW at under 19's level.
