I've heard it is just throttle from a few bike shops...

Ok so here is an update...
Purchased 2009 NInja 650RL 4 weeks ago.
Ran it in for 1000k's then after first service:
Took out throttle restrictor and instantly gained the full power of 53kw (just like a non lams 650R)
Then installed a full Leo Vince Exhaust system.
Installed new Power Commander 5 and custom fuel map.
R&G Tail Tidy
Installed race style sports bars V2.0
This looks almost exactly like a ZX6R on the street, Sound Freekin awesome, and handles like as dream... Fantastic buy, highly recomended....

I thought that was a pretty interesting post so i rang up bike biz and they reckon it is just the throttle restriction (he wouldn't confirm that you can remove it "it's not allowed) but it is the actual same bike. Apparently there are no 650rl's in sydney...according to this bloke and they are only taking deposits (sales mode on..can i have your name, phone number, first born child)
Had a squizz at the kwakka site and it confirms it is the same bike as the 650r but only with throttle restriction:

So how much will you get slugged? ~$12k ride away, when it gets here.
Then there's the question of spending 12 compared to 6 on a 250 and learning and then binning 12 or 6k. Or worse finding two tonnes in front of you doing 80 on a 650 (in first gear, restrictor removed even better) on your second week of learning.
But if you're confident and got the cash or trade in your existing 2pifta, 650 it up, you could keep it for a while. Nice investment.
The ER-6n also comes in a learner model (throttle restriction). Apparently they are at the granville store now for the same price, more or less.

I paid $10,990 ride away for a 2009 650RL
Un restricted by removing 1 little screw... very easy, its nice with the new bars and Leo Vince Pipes... All 2009 650RL's are sold out in OZ just waiting on the 2010's now but the may have ab ECU restriction (not yet confirmed)

I might sell my bike and buy a 2010 650RL if it's not ECU restricted.

So what risks are there when running destricted? Are they smart enuf to tell if you're running too much oomph on the road? Insurance issues? Can they ping u for running aftermarket pipes etc on a learner restricted bike? Still trying to figure out why the GPZ/EX 500 isn't on the current NSW LAMS list (but it is in other states) yet it was when I regoed.. *shrugs*

The only way i could see is if the cops suspect something and "defect notice" you because of the lack of restriction and send you to get it once overed on the pits, though im not sure if they can do that for this mod. The other thing i can think of is if your in a major accident and your bike is taken away as part of the crash investigation, they may well be well within their rights to check the restriction was still in place.
Those two options aside? i have no idea.

i'm in the process of buying a ninja 650rl and after alot of phone calls to dealers and the rta, i've discovered that the 650rl can NEVER be derestricted legally. If you derestrict one then your insurance is worthless and if you injure or kill someone with an unrestricted 650rl... You're in a whole world of trouble. I was really annoyed when i found all this out but i'm still gonna buy it then when i get my full licence sell it. It's still a great bike even with the restriction. Now i just have to find out if the custom sports bars can legally have the throttle restriction applied. I'm praying that's ok
