You need PC on for it, but my pc is usually on all evening downloading stuff so its not a huge concern.

You add things to your watch list on ebay, then can 'synch' the list to the program, it can bid or snipe for you as required, mutiple snipes (if there is similar products if one fails it'll hit the second one for you etc)
I have the program installed at work and home so I just synch them both daily so I make sure I capture any new things i've added.
