I don't think that some experience being out in the traffic before getting an RE or R licence is necessarily a bad thing. I think that what the government needs to do is look at restricting engine size for new R & RE licence holders.
As others have said, the government also needs to crack down on the rogue providers who are handing out licences virtually willy-nilly, without providing suitable training to the rider's experience.

Correct me if I am wrong here peoples - but hasnt this already passed and is on its way to be implemented?

And I am going to get yelled at here... but I don't think it is such a bad idea... I see all of your points above, but remember back when you were 17 and just getting your licence... it's all very daunting you got road rules to concentrate on how to drive the vehicle, you need to learn stuff that they just don't teach you in your lesson's or test i.e other drivers actions... combine the no road experience with a motorbike and you are asking for trouble I think...

I have nothing against ppl getting thier bike licences before their car licence's - hell my brother did it and didn't get his car licence for a few years after riding...

I guess I am just scared of these rev head 17 year olds that just want to look cool and go fast... I have been on the roads for a long time now and they still worry me - the lack of experience and the power of some of those cars/bikes = BIG TROUBLE...

My view on it is that the government has been pushed into a corner and have to come up with something to calm down the angry majority... and the angry majority just isn't the bike riders..
