looking at them side by side though its clear that it is a cowl, not a cover. the rear pad wouldn't fit under the cowl.

Agree on both points, its a cowl (although its a bit friggin weird) and i think it looks better with the seat on. Maybe they made the cowl a little taller so that all the blokes that trade in their hondas will have somewhere to put their purses
