Has this proposal actually been passed as a bill through Parliament?

I don't think that some experience being out in the traffic before getting an RE or R licence is necessarily a bad thing. I think that what the government needs to do is look at restricting engine size for new R & RE licence holders.
As others have said, the government also needs to crack down on the rogue providers who are handing out licences virtually willy-nilly, without providing suitable training to the rider's experience.
Cheers,
Anne

Correct me if I am wrong here peoples - but hasnt this already passed and is on its way to be implemented?
QLD Transport Website wrote:This has resulted in widespread licensing changes for learner and provisional licence holders to be rolled out from mid 2007 to 2009.
Key changes will include:
  • -lowering the minimum learner age to 16 and extending the licence period to 12 months
-gaining 100 hours of certified supervised on-road driving experience for learners under 25s
-restricting all mobile phone use, including hands-free, blue-tooth accessories, and loud-speaker functions, for learner and P1 provisional licence holders under 25
-restricting mobile loud-speaker functions for supervisors and passengers of learner and P1 provisional licence holders under 25 while under instruction
-motorbike learners will be required to hold a car provisional licence for 12 months prior to gaining a motorbike learner licence
-introduction of a two-phased P1 and P2 provisional licence system
compulsory L plates (a black L on a yellow background) and P plates (a red plate for P1 and green plate for P2)
-peer passenger restrictions (only carrying one passenger aged under 21) from 11pm to 5am for P1 under 25
-high-powered vehicle restrictions for provisional drivers under 25
-after 12 months on P1, licence holders must pass a hazard perception test to progress to P2
-late night driving and other restrictions for disqualified and suspended young drivers
And I am going to get yelled at here... but I don't think it is such a bad idea... I see all of your points above, but remember back when you were 17 and just getting your licence... it's all very daunting you got road rules to concentrate on how to drive the vehicle, you need to learn stuff that they just don't teach you in your lesson's or test i.e other drivers actions... combine the no road experience with a motorbike and you are asking for trouble I think...

I have nothing against ppl getting thier bike licences before their car licence's - hell my brother did it and didn't get his car licence for a few years after riding...

I guess I am just scared of these rev head 17 year olds that just want to look cool and go fast... I have been on the roads for a long time now and they still worry me - the lack of experience and the power of some of those cars/bikes = BIG TROUBLE...

My view on it is that the government has been pushed into a corner and have to come up with something to calm down the angry majority... and the angry majority just isn't the bike riders..

My 2c worth.
