Back on topic a bit, I though taxes on fuel, rego, and whatever else they say they charge for and is meant to be put into roads is meant to be put into roads ffs, just like diesel fuel and gas was meant to be cheaper alternative.
Tolls are just a way of the State Governments to hide behind a private tollbooth in fact they are the real fair evaders IMO. The Fed's have allocated billions for this road and the State Government seems to have mismanaged it and /or used it for some other worthy cause like health……yeah right..
The State Governments is blaming the feds and so on..blah blah I hate thinking the way State politics is managed today, just another word for screwing the people with little in return.

Far from it. That all goes into general revenue, and has done for a long time yet. "Allocated" is correct. What they've done is said to the NSW government, "We'll put up $x billion *if* you put up $y billion", in the full knowledge that the only way they can come up with those $y billion is to go into debt for it. If the NSW government goes for it, the Feds get to bash them over the head with how fiscally irresponsible they are. If they don't, they get to accuse them of putting money ahead of people's lives.
