They are NOT always the same - take it from a legally defined ( by Federal Government ) expert

Sykesy deserved 1st, Max got lucky. The half points Monza win, those who crashed infront of him in race 2, Guintolli and Melandri beating Sykes in race 1, Sykes got taken out at Aragon, engine blew in Portimao, so many little things and only 1 didnt have to happen for him to win the title.
