I know of 2 Riders in NSW that have had warnings, that had cameras mounted on their helmets.
Regarding the fitting of the camera: there is no literature on fitting them to any road bike helmet that I could find, that renders the use of them illegal. The only thing that I could find was in ADRS Manufacturers don't let any protrusion of up to 5mm on any helmet.

I have also seen them attached to the chin part of the helmet, that should give you a good view, but on some helmets could be a real PITA to attach.
