ZX9R decals cleared over?

Mate of mine dropped his ZX9R which required paintwork. Repairer painted bike but didn't put a clear coat over the decals. How did they come from the factory? Clear or no clear? Decals were rear ductail and stripes on front fairing as well as 'ZX9r' on side. Bike is an 03 F2 model. Thanks!

Mate the only decals clear coated are the tank ones. The rest are plain.

PS Not so sure now about the ducktail but don't think they were.

They were never cleared in the first place:D
