If you mean a split pin (I always thought a cotter pin was something for the crank on a pushbike??), then R clips are handy little fuckers. They make maintanance a doddle. Sure, if you caught your leg the right way in a crash, it would slice you open, but so would a split pin given the right circumstances. Split pins and R clips are all usually available at any decent auto place. I use R clips on the racer and split pins on the roadie. Reason being, it's usually not a matter of urgency to change something on the roadie, whereas, on the racer time is usually against you. If you need to do any adjustments while out riding your roadie, a little care taken fitting and removing the split pin can mean it can be used a number of times. Just watch metal fatigue as they can fracture after a few uses.
You could also lockwire it if need be.
