If you don't want to remove your lid then pay at the pump with your card.
There are far more issues to kick up a stink about. If you feel discriminated against, take it to court, waste your time and money and see how far that will get you.
What would be interesting to see the lady in a burka rock up with a lid on and see what the reaction is. No.... dont go getting her a helmet.
